Abstract

This article discusses the concept of selectivity of public policies of the capitalist State, developed by Claus Offe, and presents empirical evidence of this selective procedure, taking as its object the policy of rural extension in Brazil.The results support the construction of an interpretative theoretical model able to explain the sectivity by class of public policies founded on the antinomic function of capitalist accumulation and its legitimation, which the State consistently attempts to conciliate. The model is applied only to the analysis of State policies, whose executive agencies carry out, at the same time, actions oriented towards the accumulation of capital and its social legitimation.
