The Governments would be responsible for: a) obtaining and supplying of dependable seeds; b) a testing of the hybrids (the seeds produced by private concerns included); c) determination of suitable areas for the different hybrids; d) technical assistance to farms engaged in seed production; e) the exercise of an effective control of seeds produced; f) the inspection and control of seed trade; and g) providing financial aids facilities to interested concerns. The participants of such enterprise would be expected to give the best of their efforts in the production and commercialization of seed in a large scale.
