Abstract

Among the Brazilian public ICTs (institutions of science and technology), Embrapa is the largest and main agricultural research institution, and stands out internationally as the main centre for tropical agricultural technology in the world. As Embrapa receives most of the public resources for agricultural research, it was sought to analyze the perception of employees in a research unit of Embrapa, about the process of alignment between strategic planning and the criteria for prioritization of research projects. The results pointed to the existence of a strategic planning and prioritization of well structured projects. However, the alignment between these two processes is not well evidenced, which points to the need to review how the strategies outlined in the strategic planning of the institution are prioritized, as well as the criteria that guide the prioritization of research projects.
