Municipal policies for science, technology, and innovation: the structuring of the innovation ecosystem in the city of Sorocaba

The objective of this study was to investigate how the participation of different
actors in the making process of the municipal public policies for science, technology, and innovation contributed to the economic and organizational development of the municipality of Sorocaba, SP, between 2000 and 2022, concerning the construction of the innovation ecosystem. A qualitative approach – based on a documentary research including laws, decrees, statutes, and regulations of the main local organizations – made it possible to identify that the engagement of economic and social actors, in the strategic structuring of the innovation ecosystem, has provided a dynamic environment to the municipality, driving innovation at both the local and regional levels. The results show that the municipal public policies for science, technology, and innovation are essential for the economic, social, and organizational development of a municipality.
