Abstract

There is increasing evidence that planning of public agricultural R&D organizations needs systematic procedures related to the future so as its contributions could be incorporated in management decisions making process. The major issues are: What are the needs of science and technology in the future? How to be prepared in order to satisfy these needs? Both Embrapa (Brazilian Agricultural Research Corporation) and Agricultural Research Service (ARS) of U.S. Department of Agriculture (USDA) have developed a comprehensive process of strategic and operational planning. The main objective of this paper is to present comparative analysis of concepts, methodologies and processes followed and also the results obtained by ARS and Embrapa in order to answer the above mentioned questions.
