ONE OF THE CONTRADICTIONS OF THE NEW REPUBLIC: THE NORTHEAST PROJECT

Abstract

During the Presidential Campaign in 1984 the New Republic members expressed publically its goals, especially the ones which would benefit the Northeastern Region, its peasants and farmers. Time and facts have shown that these speeches have not been turned into reality due to the fact that the State executes, through Presidencial Decrees, projects and programs elaborated during the last years of the former autoritarian Government, without calling the comunity for debates and discussions. Then, the State policies are reinforcing the normal trend toward capital concentration and homogeneization, thus reproducing the so called actual social relations. The State must structuraly reformulate its interventions in the rural Northeast through a decisive participation of peasants, farmers, Civil Society so as the various legislative powers, in order to achieve a redefinition of the classes aliances within the State and dominating economic group. The research made allows to conclude also that the Nacional Plan for Agrarian Reform is the beginning of an authentic agrarian policy and that the Northeast Project and its policies complement the agrarian reform and not the contrary, as the oligarchies proclaim.
