Genesis and obsolescence of the state system of agricultural research of Minas Gerais

The current crisis of the system of agricultural Research (SEPA) of Minas Gerais state, Brazil, cannot be properly understood if we assume the research and rural extension problems in an isolated way. Bibliographical review, interviews and qualitative investigations provided the discussion subsidies to discuss the adequacy of the current institutional setting for research, and for technical assistance and rural extension (ATER), as well as the current policy and research standard. The paper examines the SEPA weakening and obsolescence as a result of the deterioration of the institutional deal terms signed in the 1970s, the distancing among Epamig, Embrapa, and universities, the interruption of resource transfers from the national system of agricultural research (SNPA) to the agricultural research state organizations (OEPAs), the reduction of resources for state research institutions, and the disconnection between research and rural extension. The paper also discusses the depletion of the modernization model for agricultural development as a counterpoint to the rural development ideary. The assumption of this problematic shows itself as essential at the moment of the planning of the review and restructuring of the research/ ATER state system, in the worsening of the context of social and environmental crisis.
