RESTRUCTURING OF PUBLIC AGRICULTURAL RESEARCH RESORT EVOLUTION AND PERSPECTIVES

Abstract

This paper deals with the structural and managerial changes of Agricultural Research in the framework of the Brazilian Public Corporations due to the present general situation and the administrative reform approved by the National Congress. Some relevant cases in other countries are also described. Questions related to these issues are highlighted, such as the present situation of structural, managerial and methodological models in the Brazilian Agricultural Research Organizations. Institutional partnership is pointed out, as a tool to solve questions of lack of financial and material resources for research projects as well as a way to maximize available technical skills. The importance of the R&D projects geared to solve client's interests and problems is also emphasized. It presents a general comment on the administrative reform approved by the Brazilian National Congress and its possible implications to the establishment of a new institutional Agricultural Research model in the Country, mainly in the State level agricultural research corporations.
