Coproduction and sustainable territorial development: analysis of two Pronat territorial planning experiences in Santa Catarina

This work compares two experiences of territorial planning promoted by the public policy denominated Pronat, from the Ministry of Agrarian Development (MDA) of Brazil, which aims at the sustainable territorial development of delimited rural areas designated Identity Rural Territories. The analysis of two chosen territories was based on a model built from the concepts of sustainable territorial development, coproduction, and territorial planning. The territories have been described for their general characteristics and their historical, cultural, political, and social trajectories, in order to evidence their formation as territories of constructed identity. Next, the process of planning and execution was analyzed to verify if it was coproduced. To do this, the process of planning was reconstructed for both territories by consulting documents, minutes, and reports; besides, interviews were made with actors who played a key role in territorial planning. Finally, the advances and the limits reached by the policy for a sustainable territorial development in these territories, in the last ten years, were identified, and some ways to improve the achievement of results were suggested.
