New institutional arrangements for Brazilian agriculture: the construction of mixed research and innovation units

The objective of this article was to analyze the process of structuring of new institutional arrangements as instruments in the support of research, technology transfer process, and adoption of innovations for agriculture, with emphasis on the model of mixed research and innovation units (UMIPIs – from Portuguese unidades mistas de pesquisa e inovação), an initiative developed within the scope of Embrapa (Empresa Brasileira de Pesquisa Agropecuária). The discussion was based on the analysis of institutional arrangements for agriculture, the evolution of the agriculture research organization in Brazil, an evaluation of management models of research and innovation mixed units, and the presentation of the main characteristics of the UMIPIs already implemented. Associative practices and collective movements have been observed as interacting in the research organization and in the innovation process, and they have been highlighted as determinants in the processes of development of new organizations and institutions. This perspective provides a systemic and interactive way to support the framing and implementation of policies to foment the innovation in agriculture, as well as to analyze the process of construction and implementation of new institutional arrangements that can contribute to the elaboration of development plans designed to meet the needs of certain regions.
