Abstract

The innovation process of public research institutes (PRIs) is historically based on the development of research projects. In addition, the current context involves other actors and is more connected to the codevelopment of innovations, with the establishing of open innovation initiatives. The central objective of this study is to investigate the relationship between the complexity of the innovation process of PRIs and the presence of the silo effect (that is, the lack of integration of one or more parts with others that assemble an organization). A construct of such complexity has been developed to focus on the dynamics of the open innovation process and on the strong presence of emerging strategies for the development of new projects. Additionally, it presents the concept and impact of the silo effect on organizations. A case study has been carried out focused on the Brazilian Agricultural Research Corporation (Embrapa). This work presents as its main proposal the current dynamics of the innovation process of public research institutes demands the creation of new management and facilitation strategies that help confront the “silo” effect.
