This article discusses the gap hypothesis between the S&T system and the local farmers technological needs. It is shown the contrast between the system based on the universal scientific principles and the local needs determined historically. The used analytical strategy is the technological inventory on the Vale de Jequitinhonha e Mucuri, northeast of the Minas Gerais State, compared with the results of meetings organized to identify the local farmer's needs. The conclusion is that usual alternatives proposed to cover this gap is not sufficient to build strong scientific institution and research programs and neither meet the farmer's technological needs. New roles for research programs and plans must to be introduced.Downloads
